* What is the problem?

* Why did the problem come to be?

* How was it discovered?

* Who has already tried to solve the problem?

* Who can help solve the problem?

* Where can information by located?

* What is the threat of the problem?

* How complex is the problem?

* What are the boundaries?

* What are its systems and sub-systems?

* What can be changed? What must be accepted?

* How can it be solved efficiently?
